Days of General Discussion help develop a deeper understanding of the content or implications of the UN Convention on the Rights of the Child (CRC).

What is a Day of General Discussion?

The Committee on the Rights of the Child (the Committee) holds a Day of General Discussion in Geneva (DGD) every two years in September about a specific article of the Convention on the Rights of the Child (CRC) or a related subject. These meetings are an opportunity to develop a deeper understanding of the contents and implications of the CRC. The topic is selected by the Committee and announced at least one year in advance. Children Human Rights Defenders: The Next DGD!

The UN Committee on the Rights of the Child accepted our proposal for a 2018 Day of General Discussion (DGD) on “Protecting and empowering children human rights defenders”!

The DGD is not just a day conference but an ambitious long-term project. Check out the timeline and key milestones.

We are reaching out to members to help us to collect children’s views to inform the DGD concept note and to establish a Children’s Advisory Team!  

Children’s Consultations to Inform the DGD Concept Note

One of our first activities is to draft a concept note for the DGD which will be adopted by the Committee during its 77th session in January-February 2018.

To inform the concept note, we are calling on you to help us gather children’s views on the scope of the DGD.

To take forward a consultation, we have developed a toolkit containing two documents:

Applications for the Children’s Advisory Team!

The Committee wants children to be at the heart of the DGD and for children’s voices to be central in all aspects of the preparations, throughout the Day itself and what happens afterwards. To make this happen, Child Rights Connect is setting up a Children’s Advisory Team!

[expand title=”What will be the key tasks if you are a Child Advisor?”]

You will have a central role to inform the preparations, implementation and follow-up of the DGD 2018 and to lead on specific tasks. Your main tasks will be:

  • To review/amend the Children’s Advisory Team Terms of Reference.
  • Communicate and work with the other DGD coordination groups.
  • Take forward meetings with peers to help develop a child-friendly version of the DGD concept note.
  • Take forward meetings with peers to offer proposals and ideas for a DGD exhibition.
  • Help to prepare, plan for and support consultations in your country and in collaboration with other Child Advisors to inform the background paper of the DGD.
  • Be in regular contact with the Child Rights Connect Secretariat through online communications.
  • The Child Advisors will define a selection process if there are opportunities for children to attend face-to-face meetings.
  • To help to disseminate information on the DGD and publications widely at national level and encourage peers to be engaged.

[expand title=”What are the selection criterion for Child Advisors?”]

[expand title=”All children will need a supporting organisation: what does it mean for you?”]

  • A supporting organisation must be a member of Child Rights Connect, or a partner of a member, and by endorsing an application, agree to offer support to the Child Advisor in fulfilling his/her role and commit to maintaining contact with Child Rights Connect, throughout the mandate of the children, if selected.
  • The supporting organisation must have an adequate and functioning Child Protection Policy and must ensure support and protection of the children throughout the project.
  • The supporting organisation must offer assistance where needed for the child to do consultations with their peers on local level, and other support with tasks as needed.
  • Supporting travel arrangements and organising an accompanying adult to travel with the child when needed.
  • To follow-up with the children involved after the DGD.
  • Play a role in translating documents and facilitating interpretation.

[expand title=”How will the process be meaningful for everyone involved?”]

Participation will be guided by the following 9 Child Participation Principles of the Committee:

  1. Being able to access information all about the project and about your right to be listened to and for your views to be acted on.
  2. It is your choice to participate and you can decide not to take part at any point.
  3. Your views and ideas to be respected by adults.
  4. The activities will be interesting and familiar to your life, and there will be space for you to put forward any issues that are important to you.
  5. Friendly space: there will be preparations so that all children will feel happy to participate in the activities, within comfortable and friendly spaces.
  6. The activities should be open equally to all children to take part from all communities and backgrounds, including children with disabilities.
  7. Adults will be prepared for the different activities so that all children are comfortable and feel supported and listened to.
  8. Adults will make sure that children are safe and know who to talk to if they feel unsafe.
  9. Follow-up: you will get feedback on how your views have been acted on by adults, and the chance to give your opinion on the results of this project and the activities you took part in.
